First shop around. Party and stationery stores have variety but tend to be highly priced. Consider checking Kinkos, Staples, Wal-Mart, Target, Costco, and the internet. Just makes sure to see a sample prior to purchase to make sure you know the quality of what you are buying.

Next consider thermography and laser printing instead of engraved. This will still look nice but cost significantly less.

Now use postcards or have telephone or e-mail RSVP's. This will save you postage cost for the RSVPs, it will also save weight on the original invitation mail-out so lower postage on that, plus it will save you money by not having to purchase the extra RSVP cards.

Step 4
Have smaller invitations. The smaller the invitation (this 3x5 or 4x6) will reduce paper costs and thus the cost of the invitations.
