Clearance racks: Any time you go to the mall, you should do most of your shopping in the clearance racks. I rarely pay full price for anything at the mall (the only exception to that is if I am going for something specific... like those cute skinny jeans).
You will usually find the clearance section towards the back of the store. They want you to walk past the more expensive items to get back there. I've found $40 shirts going for $10.. the only difference? One was in brown, the other in blue.

Second-hand stores, Salvation Army, Goodwill- You can totally score name-brand and designer clothes from these places, and for dirt-cheap. I've found brand new $70 jeans for $5. You have to really take the time to search through these places. They're often not organized very well, and it's usually not the best place to go if you have something very specific in mind.

Outlet Malls- There are some great outlet malls out there. A helpful hint is to look in the clearance sections AT the outlet malls. I've found $250 Ann Taylor suits for a mere $15. Incredible savings.

Have a clothing exchange party with your friends. Tell your friends to get together the clothes they don't want anymore and have them each bring something to drink or munch on, and have fun exchanging clothes with one another. (Try to get people together who are roughly the same size)

Ross, TJMaxx and Burlington are three stores that offer cheap name-brand clothes. Not only are these great places to shop for yourself, but you can also score some great gifts there as well!

Tips & Warnings
Set a budget.
Withdraw a certain amount of cash when you go shopping and keep your credit card and debit card at home.
Always keep an eye out for bargains.
Always be on the lookout for subtle flaws in clothes when you're buying them cheaply. Look closely for holes and rips, and inspect the zippers, if there are any.
