Step 1
When you see a tall woman in a public setting, the first thing you need to do is get close enough to have a conversation. While you are getting yourself in position, try to think up something to say to her.

Take into consideration what type of location you are in, such as a library, grocery store, airport, bar, etc. Take notice of how she is dressed and how she carries herself. Is she dressed professionally, or like a student? Does she stand up straight or stoop over? Notice her build and anything prominent about it.

Once you get close enough to speak to her, utilize the information that you have gathered in the last 15-30 seconds. Everyone likes a nice complement to be directed at them, but do not comment on something overly obvious. A woman 6-4 does not want to hear "your are tall" or "gosh your legs are long". Tell her she has nice eyes or great hair.

Step 4
Be careful though. Don't sound wierd about it. Try non-bodily comments if she seems a bit private. Comment on the book she is carrying or say something about how late the planes are flying. Do not come off as too prying or too negative.

Humor will work if it is actually funny. Ask her if there is something stuck on your back. When she looks at you like you are from the moon, tell her that it is a long story, and you will tell her about it some other time.

Just get the conversation going and keep it going. Find out what you can about her with the intent of "accidentally" running into her again. If you can run into her again, start up where you left off and try to get to that all important question "would you go out with me?". If you are sure that you will not see her again, you must ask now. Just do it and don't be too nervous.
