The first thing you'll have to do is figure out what this closet will be used for. Decide whether this closet will be strictly for 1) storage of seasonal clothing, holiday decorations, keepsakes, etc or 2) for utility purposes like the vacuum, mops, extra toilet paper, paper towels, etc.

The type of organization tools also depend on where this closet is located. Down in a cold or even damp basement will warrant the use of plastic storage bins.

For the first type of closet, you may want to invest in plastic storage bins or plastic vacuum seal bags, like space bags. You can store seasonal clothing and blankets in the bags for easy access when needed. Organize decorations by holiday, then put them into separate bins and don't forget to label them.

For a utility type closet, the best organizational tool would be wire shelving. This lets you see everything at a glance and utilize more high space. Start the shelves about midway up the wall, leaving room to store the vacuum underneath. You can also put shelves on one side and leave the other side for hooks to hang up mops and brooms.
