Step 1
There are many things you can do to make your go-cart go faster, but it all depends on what you are looking to spend. If you have a smaller engine try moving up to a bigger engine. Sometimes changing the sprocket to a bigger size can increase top end speed.

You can also change the jets within the carburetor to increase fuel flow which can increase top end speed. Another thing is to bore out your cylinders and mill the head. As you can see there are multiple things you can do to make your basic go-cart go faster.

Step 3
The one thing that I find is the easiest way to get the most speed for free is to remove the governor. The governor limits your top end speed but saves the life of your engine. But as long as you do not stay full throttle at all times you should be okay.
