1. Check out your local fireworks display this New Year's Eve. Many cities offer a free fireworks display at midnight on New Year's Eve. Find out where your city is holding theirs and head out to see the light show. You can make hot chocolate and take a thermos of it along with you.

2. Throw a New Year's Eve party at your house. To save money on all of the items that you need for your guest, ask everyone to bring something. Make a list of all of the supplies that you would need for a New Year's Eve party and give everyone on your guest list an item that they need to bring.

3. Find a local bar that is only charging their regular cover charge for New Year's Eve. This will not be your usual open bar event but it will save you money when it comes to celebrating. There will always be a band or DJ playing to keep you entertained. You can budget how much you spend on the night by how much you drink. This will keep your overall tab to less then $20 for a New Year's Eve celebration.
