Step 1
Get your business license. You will need to apply for a business license before opening your pug rescue. You can download an application at the City of Milwaukee website (see Resources below) and mail it to the address provided.

File articles of incorporation. Your pug rescue may qualify for non-profit status. You can apply to get this exception by filing for the 501 (c) (3) tax exception with the IRS. The easiest way to draft these documents is to download a free template from Microsoft's home page (see Resources below).

Step 3
Create a foster home application. Before interviewing potential foster homes, you will need to create a foster application. Create questions for your application. Ask questions about other pets in the home and if young children are present in the house. This will assist you in screening applicants.

Step 4
Recruit foster homes in your area. Interview individuals in Milwaukee that are interested in fostering pugs until you find permanent placement. Post flyers in local Milwaukee stores; place advertisements in news publications such as the Milwaukee Journal Sentinel (see Resources below). This will allow you to avoid having to pay kennel costs.

Create a Milwaukee pug rescue website. Use your website to upload adoption photos and provide a biography for each pug. You can advertise the pug rescue website at local Milwaukee churches, grocery stores and businesses.
