If you do want to give a fragrace as a gift, opt for a subtle home fragrance such as the L'Occitane ones or Crabtree and Evelyn. A timeless such as lavender is usually better.
Also make sure that the person you are giving the fragrance to is not allergic to it! -

If you don't quite know the person you are shopping for, It is always best asking a person close to them what they would prefer to receive. If you do not have that option, something for the home or a nice box of chocolates and flowers are always good.
When choosing for their home, try and choose neutral things like crystal bowls, wine glasses. -

If you are on a tight budget, check out the bargain sections of a bookstore. You will be able to find nice gifts for everyone on your list for a very reasonable price. Alternatively, check out the outlet stores in your area.
