How to Use the Bureaucrat in Dominion
The Bureaucrat is perhaps one of the most powerful cards in Dominion. Not only does it attack your opponents by putting a useless card atop their deck, but it gives you a free silver that you are guaranteed to pick up in your next draw. The combination of these two things makes the Bureaucrat a valuable card in Dominion.

Buy the Bureaucrat as soon as possible. This is almost always the correct play if you are trying to add treasure to your deck.

Know that a Bureaucrat only gives you money for the following turn. Buy some other action cards that help your current turn.

Play the Bureaucrat to force opponents to place a victory card on top of their decks. If you can play Bureaucrats in successive turns, this will keep the same card jamming up your opponents' hands.

Use the Bureaucrat to put Silver on top of your library, guaranteeing at least $2 of buying power next turn.

Lay down a card such as Village to gain extra actions, then play a Bureaucrat to place Silver on top of your deck. Use your final action to draw cards, and you'll be guaranteed another Silver in your hand.

Play the Bureaucrat early and often to load up on Silver and increase your buying power.
Avoid the Bureaucrat only if you are trying to create a specific pared-down deck by using the Chapel to trash most of your cards. Otherwise, buy a Bureaucrat as soon as possible.
