Step 1
The puppy would need to be confined to a small area in which the entire floor is covered with newspaper. It should be a noncarpeted area. Now since the whole area will be covered, the puppy would have no choice but to relieve himself on the paper.

Step 2
After several days, begin removing some of the paper. The puppy will have become use to the idea that he should relief himself on the newspaper. Therefore, he won't go on the area of the floor that is bare.

Step 3
Eventually, you might use a large litter pan or plastic blanket box with a paper liner in the bottom. Once the puppy is eliminating in the litter pan, you can gradually give him more access to the house. Now for people that don't use the litter pan method, the dog might think any paper object on the floor is a target.
