Step 1
You need to download yahoo site builder. Simply type it into a search engine and it will take you directly there. You will also need to make a yahoo account to upload your website to the internet.

After downloading and installing yahoo site builder, you need to choose whether or not you want to use a template. If you choose not to use a template I suggest making some sort of outline for your webpage first.

After creating an outline, go to the insert and create a new page for each page that you will need in your webpage. Don't worry about linking them yet, you can do that later. Once you are done making each page, create a set of links to connect each page. Then preview your site to make sure that all links work and everything connects. After you make sure everything works, then publish your site to the web!
