Step 1
Yes, the day will come when your Teenager will start to drive. Most Teenagers are excited about passing their driving test and starting to drive on their own. Of course, a parent will always worry about their child, however there is away to teach your Teen responsible driving habits. Many High Schools have done away with Drivers Education. There are some Driving Schools, but they tend to be expensive and many times a new driver will not benefit all that much from private instruction.

Step 2
The most effective way that I found to teach my Son responsible driving habits, is to teach him myself. I allow my Son to drive me to and from the store, which he enjoys and it gives some additional practice. Essentially, practice makes perfect. Every time you allow your Teen to drive the car, he/she is gaining additional experience, even if it is only driving a few blocks. I have observed that my Son's comfort level behind the wheel increases every time I allow him to drive. In addition, when the time comes that your child will be driving by themselves or with friends. All the parent has to do is, lay down a set of rules and guidelines as far as safety, responsibility, and not abusing or misusing their driving privilege. You will be surprised 90% it will work. Parents need to give the child a sense of responsibility, and treat them like an adult. then of course, if they show that they can't act responsibly, then you have the power to revoke their driving privilege until they prove they are serious and responsible.

Step 3
Actually, when a child in the home begin to drive, it is somewhat helpful to the parents. The parents get a break and does not have to do all of the driving. It is actually fun to drive with and supervise your child. Thus far, my method is working very well. I do hope my Son continues to act in a responsible and respectable manner. I think teenagers realize that one screw up can effect their lives and possibly whole future.
