      The first thing you need to set up is a user specifically designed for children. This article assumes that you are using Windows Vista homoe premium.

      User Accounts

      To add a user click on the start menu and then go to the control panel and select the user accounts icon.

      Click on the user accounts icon. Next select manage another account. You should see a link to set up parental controls toward the bottom of the screen. Once you click this select which user account you set up for your child.

      At this point you should be within the user controls of the account you are setting parental controls on.

      Make sure you have the "ON" radio button under Activity reporting.

      To view a list of the most recent 10 web sites visited by your child select view activity report under the user icon. This will also list the last 10 sites that were blocked.

      Time Frames

      You can also limit what times your child can surf the web. This is especially helpful for me as there is a 2 hour gap from the time my child gets home from school and the time I get home from work. See the following images on blackout times.
