Continue at the dollar store and look for hand tools for gardening. You can usually locate sets of these on sale. Sometimes during the holiday season you can find these on clearance.

Visit the local hardware or feed store or a gardening center, such as Home Depot or Lowe's. Pick up a gardening magazine for your basket. Locate the seeds and find several packets that your gift recipient will enjoy.

Add extras if you would like or your budget allows. Watering cans are good choices and so are plant foods. Small clay pots can be added as well.
