Step 1
You could make a gift box or basket with things they like such as top quality paints and sable brushes for a painter. Find the top quality products in the medium she likes to work with. Suede, mohair, wool or other quality yarn for knitters and crocheters, fancy or personalized needles and hooks. If she likes colored pencil she might enjoy a large package of Prismacolor pencils and top quality drawing paper. You could include a gift card to her favorite art supply/craft store too. Often the the store help are artists themselves so don't hesitate to ask them for suggestions on what would be good to get. Cheap Joe's is a also a good source for art supplies. Find out what she likes or uses and upgrade it.

Find a pretty box or basket and put some colored tissue paper in the bottom. You can buy these new but they often have these at resale shops for a song. Place art supplies in box or basket. Wrap basket in cellophane (preferrably the colored type) and tie with a large, colorful ribbon or wrap box and place a large colorful bow on top.

Another thing you could do, if she leans towards the 'just getting started' side of art, is to give the gift of free art lessons at a local art shop.

Books or CDs on art might be a good option too. What do they like to do? Draw, paint, sculpt, woodcarving? Pick a subject geared towards her particular artistic bent and find a master who teaches it.

Find out who her favorite artist is or what her favorite piece of artwork, pottery, etc. is and give her a beautiful piece.

Take her to Etsy.com and have her pick her favorite thing. Be sure to specify a dollar amount ahead of time.

Take her to an art fair and do the same. Art fairs tend to be more on the expensive side though, so only do this if you can afford it.
