Step 1
First, you need to determine the target areas you want to improve, most of which are going to have underlying causes behind them. For example to move on financially, you may have to work on your overall thought process. You may have had your mind so focused on your goal that you can't see the actual path to get there. That often takes some more work and extra effort.

Step 2
Educate yourself by getting around resources and people that can help you. You can only get so far with what you already know--a lot of times there are just missing pieces of knowledge to see the big picture. Below I'll link you to some initial resources that can give you a start, but you can branch out from there based on your personality and particular interests. Definitely seek out experts in what you want to do and learn from them--you may be surprised at how much someone is willing to help someone else who shares their dream and passion.

Step 3
When you get a direction to go, take action and don't procrastinate. Procrastination and fear are the top things that holds even the most passionate person back. Educated risks are not reckless, and you can learn even when you fail. When it comes to procrastination, make the fear of regret stronger in your life than the fear of action.

on 11/16/2008 Great tips. I would add that if you find you are not getting anywhere and you have done all of the above, that you try examining whether you have a fear of failure or a fear of success. The latter may be just as daunting as the former.
