Step 1
First you get on your local craigslist.org and pick your state and then pick the city that you would like to purchase some stuff at.

You find something that you would really like to buy but is a little over priced, lets say for instance a car.
You call or email them and ask them simple questions just to let them know you are interested. Then after a few conversations back and forth you ask if you could go and look at it. Then get their address and type it into mapquest.com and get directions. When you get there talk for a little bit and get to know the seller in a personal way, buy talking about cars or things that they have sitting around in their yard and just be friendly. -
Step 3
Then you talk about the car, you look it over, look at the tires, engine, interior and exterior of the car just to make sure everything is OK.
This is where knowledge of prices helps you out, start nit picking things like the tires to negotiate the price down a little. Say something that it will need new tires before winter and that it will be another $300 that you are going to have to put in the car right away, another thing to look for is cracked windshields or broken things in the car, like the a/c does not work that great or the speakers are cracking and do not produce great sound. -
Step 4
Make sure you are serious, but not desperate to buy the car.
Let them know that you are interested but that price is a major issue for you. Let them know that you have a certain amount of cash with you and you are willing to buy it on the spot for the price that you would like to pay.
Then if they do not agree then let them know that if they would ever sell it for that amount to call you, then thank them for their time and for showing you the car. Then walk away and most of the time they will stop you and negotiate a better price with you. But make sure to keep pressure on them and don't let them know that you really would have payed another price for the vehicle.
