Step 1
Take a shower. Before you pluck your eyebrows, you should take a hot (or warm) shower. This will soften your skin and cause your pores to expand. As a result, the hairs will come out easier and less painfully when you start to tweeze eyebrows than if you skip this step.

Step 2
Pluck stray hairs UNDER your brow. Clean up this area first. Stray hairs are ones that are so much lower than the rest of your brow that they do not naturally touch the brow. The goal in this step is NOT to reshape your brow. It is simply to "clean up" the area when you tweeze eyebrows.

Step 3
Pluck hairs that are on the inner end of your brow (those closest to your nose) when you tweeze eyebrows. If you have any hairs above the bridge of your nose (uni-brow) pluck these. Also, if you have any wild hairs on the inner end of your brow, pluck these too.
Again, LESS IS MORE. The first time you tweeze eyebrows, tell yourself you may only choose 5 hairs from the inner edge of each brow. That way you'll need to carefully evaluate each hair you remove. You can always increase that number tomorrow if you didn't achieve the result you wanted. Just don't be impulsive or try to shape your whole brow in one shot. -
Step 4
That's it.
Do not pluck hairs above your brow. Higher brows are more attractive so you don't want to lose a single one. Do not tweeze hairs on the outer edge of your brow. Again, these hairs frame your eyes nicely so you don't want to lose them. -
Step 5

on 1/6/2009 I have over plucked and had to allow those hairs that shape my face re-grow. It can really make a difference when they are not there. Great info!
