Step 1
The TITLE TAG should follow immediately after the HEAD TAG. Write the title around your keywords avoiding stop words. Be concise and to the point of what this page is about, each page on your site should have it's very own unique title written around the keywords for that page.

Include a KEYWORD Meta TAG containing your keyword/keyphrase list try to limit this to less than 25 that will be used on your pages content. You will also want to have a DESCRIPTION Meta TAG also. The other Meta Tag you should have is a ROBOT Meta TAG (INDEX, FOLLOW)

When writing your content you will want to try to achieve a 5-7 percent Keyword Density (Weight). Start with a H1 Tag with your page Title in it. Follow that with a H2 tag with your page description. Use Named Anchor Tags through out your context where you in-context keywords link to other pages on your site. Bold or italicize other locations in which your keywords show up in your content. Finally create a Text-Link footer that links to other relevant pages on your site using keyword derivatives such as plurals, slang, and synonyms.

I am amazed that 95% of the web sites out there do not use SEO, nor do they know what it is.
Most Web designers are really graphic artists, they don't have a clue what meta tags are for, let alone what to do with them for SEO purposes.
