How to Play as an Industrial Society in the Civilization Phase of Spore
The Industrial society is the hardest to play. You have to work to build an industrial society, work to amass more wealth than any other society type and amid it all, you cannot attack your enemies with force. The Industrial society is definitely for the advanced player, or one looking for a challenge.

Grab every Spice Geyser you can as soon as possible. Wealth is always important. Every society needs money to function. For the Industrial society, wealth is of paramount importance. Instead of attacking your enemies, you buy them out. You need money in order to do this. Your operations must be large, efficient and ruthless.

Buy out enemy vehicles. If one of your rivals is using faster vehicles to snatch up Spice Geysers, you can buy them out. Select one of your vehicles and click on an enemy vehicle to buy them out. This will eliminate them without angering their owner. You will be doing the same thing with cities later on.

Maximize efficiency. In order to maximize your city's Spice output, arrange your buildings so that your people are both happy and productive. Build a Factory in one corner of your city. Build a House next to that, then an Entertainment building next to the House. This will ensure that your citizens have both work and play nearby. They will be happy (which increases productivity periodically) and productive. To continue the chain, build another House on the other side of the Entertainment, then another House and another Factory.

Use your vehicles to establish Trade Routes. All rival nations will begin at Neutral Status. They will not attack you unless you anger them. For the first few rivals, simply have your vehicles approach their city, right-click and select 'Establish Trade Route.' Once this is done, have your vehicles trade with the city. As they trade, the bar atop the city will increase. When it gets full, the city will become available for buyout. Right-click on a city, select 'Buy City'. You can now make an offer to your rival for their city. Do so to gain control of it.

Use your Special Abilities. While the other civilizations have abilities that tend to be useful later in the phase, Industrial societies' abilities are useful right off the bat. The Ad Blitz ability can bring a society to Buyout in practically no time at all while the Happiness Ray will increase your standing with a rival nation. Use these to their fullest.

Wait it out. While Religious and Military societies begin with some rivals being inherently hostile, Industrial societies have the luxury of time. No city will start off hostile with you, so you have all the time you need to amass your wealth and buy them out. Use this to your advantage.

Tips & Warnings
The first few cities can be bought for the minimum bid. Later cities will require more capital to purchase.
More vehicles on a trade route will reduce the time needed to buyout a city.
Bidding too low may anger your rivals later on. If they get angry, you will need to give them cash gifts until they become neutral again.
