Step 1
The easiest way for me to keep track of bills is to keep a binder. The front page I record a list of all the bills I owe that month, when they are due, and how much I plan to pay. The following slip sheets contain bill statements or a sheet stating how much I owe for that account (because one way to be green is to get online statements). I can easily stick the check copies into the slip sheets so I can refer back to them and compare the check number to my online statement.

Step 2
Microsoft Money. I have used this before and it's very easy to keep track of your bills and it even reminds you when bills are due. However personally I find the binder easier, because often I forget to account for every shopping trip I make and the balance ends up showing more than I actually have available.

File boxes with files. I personally haven't tried this for bills, but I use them for Tax information and college loan papers.
