Step 1
Check the air filter to make sure it is not clogged or wet. A Lawn-mower left outside or in the rain will commonly cause this problem. If the filter is wet it will pull water into the intake and the engine won’t start. A clogged filter will restrict airflow to the carburetor which will make the engine run too rich. (Rich means more fuel to air mixture, lean means more air to fuel mixture)

Step 2
Clean the air filter with a light detergent, I like to use Dawn dish soap. Squeeze out filter (if it is the sponge type) and make sure it is completely dry then spray a light coat of WD-40 or other household oil to repel moisture. If you have the fiber type filter you can clean and dry it with compressed air or replace it.

Step 3
Removing the air filter will vary between different types of lawn mowers but in most cases it’s just a matter of turning it slightly to a position where it can be pulled out. Some may have a bolt(s).
