Step 1
Look at his eyes. You might be shy and have trouble meeting eyes but it is easier than actually saying something. Catch his attention, look at him a little longer than 'comfortable' and then look away and look back every once in a while.

Smile when he looks back at you. This gives him something to go on, something outside of wondering if you're staring at a stain on his shirt or if his hair is sticking up. Smiling gives a good impression.

Get yourself alone if you're with a group. It is hard for a guy to flirt back or approach if you are in a group. Make an excuse to wander in his direction, without taking your group with you.

The old accidental bumping into each other trick can usually strike up a conversation if you're too shy to actually say hello. If you're brave, do say hi when you walk past him. Smile, look in his eyes when you say it.

Have his attention? Keep your eyes on him. Even if you aren't able to look at his eyes the whole time without appearing creepy, do what it takes to let him know you have his full attention.

Brief touches add way more than whatever you could possibly say. His arm is should be a safe spot to brush your hand against.

What to talk about? Him. Ask questions. Offer a little of yourself, but try to listen to him and what he has to say. Then ask questions about what he talks about. Don't forget to say something of yourself though, you need him to remember you.

Obviously a situation could go a million different ways, but if you're trying to hint as to wanting to give phone number, a safe way to ask for it is something like, "It was nice talking to you, we should do it again sometime. How would I reach you?"
