How to Draw Anime Lips
In anime, the biggest focus is on the character's eyes. Because of this, the lips are drawn as very simple lines. There is very little shading or shaping involved. The simplicity keeps the mouth from competing with the eyes. Here is how to draw anime lips in profile and from a straight on view.

Draw a curved line that looks like a simple smile.

Draw another line that connects to the first on one end and sweeps down. The second line should be 2/3 the size of the first.

Draw a third line that connects the two lines on the other side. This line should be slightly concave, as shown in Example 2.

Draw a "U." Top the "U" with a concave line the goes from one side of the "U" to the other side for the lips. To add a little extra believability, you can add teeth and a tongue.

Draw a straight line inside of the mouth with two slanted lines on each side for teeth. Draw a "C" shape at the bottom of the mouth for a tongue.

Color in the back of the mouth to show depth.

Yes, this is anime lips I guess, but I also draw anime lips myself, and these are not very good examples. The art is a little less simplistic and neater.....:/
