A head lock is common tactic employed by bullies. It is a foolish maneuver in martial arts that exposes the bully to all sorts of counter attacks. Keep lifting until your legs are straight.

      Drop the attacker on the ground. It is up to you to decide how much pain the bully deserves. If you just let him go, he will land flat on his back. You can soften the fall by gradually lowering him to the ground or not lifting his legs as high. If the attacker is still holding on to your neck you can follow him to the ground. This has the double impact of hitting the pavement and your weight coming down on top of the attacker. He will definitely let go of the head lock at that point.
