      Render a lens flare with the glare near the center.

      Run the twirl filter at a 999-degree angle.

      Run the bas relief filter with detail at 10 and smoothness at 2.

      Run the ocean ripple filter with the ripple size at 12 and the ripple magnitude at 8.

      To get the gradient blue, add a layer and set the blending mode to hard light. Go to "layer styles" in the layers window and select "gradient overlay." When determining the gradient type, double click the box on the left side of the color bar underneath and select one shade of blue. Then double-click the box on the other side and pick a different shade.

Tips & Warnings

  • Run the radial blur filter slightly to create smoother ripples.
