1
Slip on the boots - a key in this look. You don't necessarily have to have "cowboy" boots, but they should at least be mid-length and brown. Knee-highs won't cut it here.
-
2
Pick up a cowboy hat; you can't get by without this. If you have no other part of the outfit, make sure you have a great cowboy hat. If you're in a pinch, you can pick up a cheap hat at a Halloween or party store for a few bucks.

Tie on a shirt...literally. A simple button-down will do here. If you have a flannel shirt, it's all the better. For a girls shirt, tie the front ends up into a knot. If you're feeling modest, you can wear a tank top underneath. To make this a guy's look, a tucked in button-down, especially in flannel, is best. Wear an undershirt underneath, or let that chest hair poke through!

4
Pull on a denim skirt or cut-offs. Anything denim denotes the "cowgirl" look.
-
5
Tie your hair in pigtails and tie with flannel fabric. Low pigtails are best for the innocent look.
-
6
Find a hay straw or toothpick to chew on to finish off the look.
-
7
Add your own props. This may mean a pony on a stick, a toy gun, or anything else you can think of. Adding some flair makes the costume more fun!

Tips & Warnings
Spice this outfit up with fringe, aviator sunglasses or any other accessories you can think of. Half the fun of a last minute costume is seeing what it becomes.
Give yourself a cute cowgirl name and wear it as a sherrif's badge/nametag for added flair.
