How to Construct the Staff of Power in "Baldur's Gate 2"
The Staff of Power is the single strongest weapon available for members of the mage class in the PC role-playing game Baldur's Gate 2. To construct the staff you will have to complete several quests to take control of a stronghold and then attract apprentices to help you create magical items.

Start a new game and create choose the "mage" class for your main character. The other options such as race or gender are irrelevant, but you must be a mage to be able to construct the Staff of Power.

Leave the dungeon where the party wakes up in at the beginning of the game and head to the Government District in the city of Athkatla. Speak with the man named Madeen who is loitering around outside the Council of Six building. He will tell you about a job the Cowled Wizards wants your party to handle for them.

Walk inside the Council of Six building and speak with the wizard named Tolgerias. Accept his quest to hunt down the man named Valygar, who has been accused of murdering several Cowled Wizards.

Leave Athkatla and travel to the Umar Hills. Go inside Valygar's home there and speak with him. You can either ask him to join the party and renege on your deal with Tolgerias, or you can kill Valygar and take his body.

Return to Athkatla and go to the Slums District. Go inside the large Planar Sphere found there. The inner door of the Sphere will open for you as long as Valygar is in your party or his corpse is in your inventory.

Make your way through the Sphere until you reach the undead wizard named Lavok. Defeat him in combat to take control of the Sphere as your wizard's stronghold.

Speak with the knights who are stuck inside your Sphere and help them return to their home plane. After the knights have left, sleep inside the Sphere until a Cowled Wizard arrives and asks you to take on several apprentices.

Have the apprentices create several items for you. Eventually they will give you the option to have them either stop creating items and graduate from their apprenticeship early, or instead attempt to construct you a Staff of Power. Choose to have them make the Staff.

Save your game and then rest repeatedly until the students are done building the Staff. The production process will go awry and kill the apprentices no matter what you do, however there is a random chance that you will still get the completed staff. If the staff does not appear near the apprentices bodies, simply load your game and try again.

Tips & Warnings
A wizard character who holds the Staff of Power will receive a boost to his armor class and be able to strike enemies who can normally only be hit by magic weapons with an enchantment bonus of at least "+5."
If you choose to construct the Staff of Power you will be unable to complete the wizard stronghold quest, as none of your apprentices will survive to graduate from their apprenticeships.
