Step 1
Determine type of license needed. Know what type of liquor license you need for your business. This decision depends largely on the capacity in which you operate.

Obtain the packet. The state of Pennsylvania offers several packets that you download from your computer. After deciding what you need, download the entire packet of forms needed to obtain your liquor license (see Resources).

Fill out all the forms. The forms you fill out may include forms seeking information about whether you are retailing liquor or dispensing, an affidavit of compliance, yours and other filers' social security information, taxing information and a request for a criminal background check on you and any other personnel filing. It is important that no one applying for a license has a felony conviction. Fill out all forms thoroughly, as failure to do so may prevent your approval.

Know the demographics. It is important when filing for a liquor license in a particular area in the state of Pennsylvania that you know the population of the area your establishment is located. This is because generally the Pennsylvania Liquor Control Board only issues one liquor license per 3,000 inhabitants in a given county. This does not include establishments such as clubs.

You also can purchase an existing license, transferring it to you. The fees for such licenses vary. For example, a person-to-person license transfer fee cost $650, while a place-to-place transfer fee is $550. There are varying fees for different types of licensing situations. Check carefully what your personal needs are and pay the fees accordingly.
