Step 1
The sticking is either caused by excessive painting or the expansion or contraction of the wood frame.

If the sticking is caused by paint, it will be fairly obvious. Does the window look painted shut? Are there heavy coats of paint around the window that indicate one or more sloppy paint jobs?

If paint looks to be the culprit, use a razor blade or chisel to cut any bonded paint between the window and the frame.

Force the window open if you possibly can.

Use a sandpaper block with medium grit sandpaper to carefully sand the entire area around the frame. Chisel and scrape away any more large areas of paint you find.

Step 6
After the sanding is done, run a bar of soap up and down the window grooves in order to lubricate them.

Step 7
Test the window to see if it sticks less. Keep working until the problem is reduced or resolved.
