Step 1
Don't do this with an expensive belt. Punching holes in your belt works best with heavy duty leather belts no one is going to pay much attention to.

Get out a Leatherman, Swiss Army Knife, or leather punch.

Measure an inch before the first hole on the belt. Punch a small hole into the leather, centered down the middle of the belt.

Step 4
Work the punch into the leather until your buckle fits into the new hole. If the belt was way too loose, punch a few more buckle holes while you're at it.

Step 5
Be careful not to hurt yourself while punching through leather. The force required makes it dangerous. Only punch through leather on an appropriate surface. Use the appropriate tools and precautions.
