While showering or taking your bath, use the loofah on your elbows, especially the one that has the biggest problem. This is typically the left elbow (if you're right handed) or which ever elbow you tend to lean on the most. According to a TipNut author, you can create a paste of baking soda and lemon juice and use it to exfoliate your elbows and remove the dead skin and eventually the discoloration fades.

After drying, use Vaseline or a moisturizer on your elbows. Use moisturizer or lotion on your elbows 2 or 3 times during the day, if possible.

If the dryness persist and is accompanied by redness and itching, see your doctor to rule out eczema or some type of skin condition. Hydrocortisone may help for a simple rash but I strongly recommend you get a qualified medical person's opinion.

If you're sure it is just severely dry skin, consider using butter on your elbow. Yes, regular cooking butter. It can be about as expensive as a good moisturizing lotion, but it will soften the dead, scaly skin and turn that chapped skin into nice, smooth skin like the rest of your arm. Rub the butter on the elbow, wrap it with plastic wrap (e.g. saran wrap)and go to sleep.

Tips & Warnings
Stop leaning on your elbows. I honestly believe that resting on my left elbow caused this condition. I didn't see it on the right elbow - only the left elbow. I've noticed that since I started placing a padded armrest under my elbow, I don't have the dry skin issues anymore. I also try to catch myself and stay off my elbows.
