Things You'll Need:
- Cotton balls
- White tissue paper
- Rubber bands
- Thin black or orange ribbon
- A black marker
- Wiggly craft eyes with adhesive backs
- Glow in the dark paint
- Paintbrushes
- Glitter

Step 1
Place some tissue paper over top of a cotton ball. Try to make the amount of tissue paper that is on each side equal in length. The tissue paper length doesn't have to be exact, but you do not want a drastic difference in the amount on each side.

Step 2
Loosely wrap a rubber band 2 to 3 times around the tissue paper right below the cotton ball. This will form the head of your ghost. You should clearly see a ghost head and a long flowing body. Be careful not to wrap the rubber band too tight, or you will not be able to use the ghost as a finger puppet.

Step 3
Draw two black eyes onto the ghost's head with a black marker. If you want to be more creative, you can draw a more detailed face or stick on wiggly craft eyes that have adhesive backs.

Step 4
Tie a black or orange ribbon around the rubber band. Tie the ribbon into a loose bow that will not restrict the flexibility of the rubber band. You can use a black bow for boy ghosts and an orange bow for girl ghosts.

Step 5
Use glitter or glow in the dark paint to make your ghost stand out at night. Dab some glitter or glow in the dark paint all over the ghost's body with a paintbrush.

Step 6
Slide your finger under the tissue paper and through the rubber band to use your finger puppet ghost. The rubber band will hold the ghost on your finger, so that it will not come off.
