To find a good campaign manager, ask successful officials who they would suggest. You can also inquire via your political party's local or state office.

Research the campaign managers on Google.com and see whose campaigns they managed and read their comments in certain situations, etc. Call those candidates and ask for their personal, confidential opinions on that manager. Most importantly, would they hire them again?

Meet with the managers of whom you are most impressed with their track records. Make sure they are of the same philosophy you are. You need to be on the same page philosophically in order for him or her to promote you, your values and beliefs. Ask where they personally are on the issues of most importance to you. Find out how far they would go to win. Do not pick someone who would trade your good name and/or future in order to place a "win" on their resume.
