Exit Waukeen's Promenade through the opening between the two large statues at the south end of the area and travel to the city's Government District.

Speak with the man named Delon, who is just outside of the large building with the dome on top. He will inform the party that the people who live in the Umar Hills are having some serious problems and need heroes to aid them. He will then mark the location of the Umar Hills on the party's map.

The temple ruins
Travel to the temple ruins and fight your way through the monsters there until you reach the creature called the Shade Lord. Kill the Shade Lord, then go back to the mayor and let him know you have solved the mystery behind the murders. Tips & Warnings
Once you have acquired your stronghold, the people of the Umar Hills will occasionally approach the party to have you take care of new problems in the area. Be sure to take care of those issues quickly, or you will lose your stronghold as the people lose their faith in you.
If you speak with some of the children in the village in the Umar Hills, they will ask the party to purchase weapons and alcohol for them. Be sure to refuse the children, or you will lose your stronghold, as the people of the village will no longer trust you.
