How to Play Glory to Rome
Glory to Rome is a game in the tradition of San Juan and Race for the Galaxy. Although it is playable with only two players, it works much better with more. All the order cards are multi-functional, and serve as role cards, building cards, and material cards as well. The function of a card simply depends on how and where you play it, making this a neat little game.

Give each player a placement board and a jack card. Place the remaining jack cards in a face-up pile in the center of the table. Put piles of each type of foundation card in the center of the table facedown, turning one of each type face-up for each player (e.g. with three players, turn three of each type face-up).

Place the Legionary mat in the center of the table. Shuffle the orders deck and deal four cards to each player. Flip over one card face-up into the center for each player, starting with yourself. The player whose card is first alphabetically receives the Leader card, and becomes the starting player.

Choose on your turn whether to Think or Lead a role. If you Think, simply draw your hand up to five cards, or draw a Jack. Nobody else does anything if the leader thinks. If you Lead, you must choose a role card from your hand (Jacks are wild) and play it face-up on your placement board. Going clockwise, each other player must decide whether to Follow by playing the same role, or Think by drawing cards as explained above.

Take the Patron role by taking a (non-jack) role card from the center of the table, and putting it in the client side of your placement board. A client of a certain role gives you a free action of that role whenever the role is led.

Take the Laborer role by taking a material card from the center of the table, and putting it in the Stockpile side of your placement board.

Take the Architect role by taking a building card from your hand and a matching-color face-up foundation card from the center of the board, and placing them in front of you to start a building. You may also use the Architect role to play a material from your Stockpile under one of your uncompleted buildings. If this is the final required material for the building (1 for wood/rubble, 2 for brick/concrete, 3 for marble/stone), the building is now complete and any text on the building becomes active.

Take the Craftsman role by taking a building card from your hand and a matching-color face-up foundation card from the center of the board, and placing them in front of you to start a building. You may also use the Architect role to play a material from your hand under one of your uncompleted buildings. If this is the final required material for the building (1 for wood/rubble, 2 for brick/concrete, 3 for marble/stone), the building is now complete and any text on the building becomes active.

Take the Legionary role by playing a material card from your hand onto the legionary mat in the middle of the table. Players on either side of you must give you one card of that material if they have one, and you may take one matching card from the center of the table as well, if available. All cards gained go into your Stockpile.

Take the Merchant role by moving a card from your Stockpile to the Vault side of your placement mat. Cards placed into the vault are flipped face-down.

Pass the Leader card to the left once all roles have been taken and all thinking has been done. Any role cards played are moved to the center of the table, and the new player with the Leader card returns to Step 3 to lead.

End the game as soon as no face-up foundation cards remain. Score one victory point for each gold coin on a finished building or card in your vault. In addition, each player reveals her vault, and the player with the majority in each color gets that color's scoring token for three bonus points. The player with the most points wins.

Tips & Warnings
Remember, if text on the cards contradicts the basic rules, the exception on the card always takes precedence!
Face-down foundations cannot be built upon unless you take two actions at once.
