How to Acquire the Gnome Thief Jan in Baldur's Gate 2
A gnome with both thief and illusionist abilities who is obsessed with turnips, Jan is a peculiar character in Baldur's Gate 2, and primarily serves as comic relief. His pickpocketing abilities and access to illusion spells are nothing to laugh at, however, as Jan can become a character that the party will frequently rely upon.

Play through the opening segment of the game, escaping the dungeon in which the party wakes up and then heading into Waukeen's Promenade in the city of Athkatla.

Leave Waukeen's Promenade and go to the Government District.

Locate the gnome named Jan in the southern area of the Government District.

Speak with Jan; he will attempt to sell the party some items that are not entirely legal in Athkatla. A town guard will show up and ask the party what Jan is selling, in an effort to get enough evidence to arrest him.

Tips & Warnings
Jan can produce special bolts for his crossbow called "flashers," which will incapacitate enemies in a small area.
Around 10 or 15 in-game days after Jan joins the party, a messenger will approach the group and request that Jan return to his house to receive a new quest. Be sure to go to Jan's house in a timely fashion, or he will complain to the group and eventually even leave if you wait too long.
If you don't protect Jan from the accusations of the town guard, he will be thrown in jail, and you will have to pay 800 gold pieces to bribe the guards into releasing him.
