1
Buy or bake your loved one's favorite cookies and insert colorful lollipop sticks through the center, leaving 4 to 5 inches sticking out the bottom to become the "flower stems" (see Resources below).
-
2
Cover the cookie with a clear lollipop bag and tie the bag closed with a green ribbon. Create a wide bow to look like leaves on a flower stem.
-
-
3
Use cookie cutters or stencils to trace large flower shapes onto cardstock and patterned paper. Ensure the shapes are large enough to cover the cookies. Cut two shapes from each color of paper.
-
4
Create pretty flower centers by cutting circles from contrasting cardstock or patterned paper. You can also use colorful buttons and stickers or paint a circle of liquid glue in the center and sprinkle it with glitter.
-
5
Affix each pair of flowers to the front and back of the cookie bags with double-sided tape.
-
6
Arrange the cookie and craft flowers in a short vase or wrap them with a piece of tissue or decorative craft paper and tie it closed with a length of textured ribbon to look like a traditional Valentine bouquet.

Tips & Warnings
If you'd rather not include cookies or candy in the bouquet, simply cut matching pairs of flower shapes out of cardstock and decorative paper and affix one on either side of each lollipop stick.
