Things You'll Need:
- 1/8 yard white felt
- 1/4 to 1/2 yard black felt
- Square of yellow felt (optional)
- Scissors
- Fabric glue
- Large flat work surface
- White hooded sweatshirt
- White sweatpants
- Black gloves
- Black shoes

Step 1
Cut about 12 to 20 spots in a variety of shapes from the black felt. Make fairly small spots for a baby or young child cow costume, or large spots for a bigger costume.

Step 2
Lay the spots all over the front of the white sweatpants and sweatshirt, including the hood and sleeves. Adjust the positions of the spots and add more spots as needed. Glue the felt spots to the sweat suit.

Step 3
Cut two ears from white felt. Cut two horns from yellow felt (optional). Glue the ends of the ears and horns to the sweatshirt hood.

Step 4
Leave the costume to dry for half and hour. While you’re waiting, cut spots from black felt for the back of the costume.

Cut a strip of white felt about 1 to 2 inches wide and as long as you want the tail. If you’re using felt squares, you can glue two strips together to make them longer.

Cut small spots from black felt. Glue the spots to one side of the white felt tail. Cut a teardrop shape for the tail tip from black felt and glue it to the end of the tail.

Step 7
Make sure the glue is dry and then turn the costume over. Glue black felt spots all over the back of the sweat suit. Glue the straight short end of the tail to the back of the sweatpants. Let the glue dry for at least half an hour.

Wear the Halloween cow costume with black shoes and black gloves for hooves.
