Huts are an important part of the game, since you are only allowed so many villagers per hut. If you want your population to grow, you will need to keep building and building. Find a broken hut, then drag and drop your villager on it. Like most things, it might take several tries for them to start building.
Step5

Drop one of them on the other one. If it works, they will say "Going Indoors." If not, they will run away. Normally it takes several tries for this to work. After they have done this for a while, it will go faster.
