Decide how many cards you are going to have in your deck. Contrary to popular opinion you do not need to have the standard 78 cards in your tarot deck. You can have as many as 100 or as few as 20. I just depends on how many symbols you think you need to to understand the deck's message to your subconscious.

Tips & Warnings
If you can't draw but want some kind of artwork on your tarot card set, consider collage or 3D art instead to complete your tarot card set.
Laminating your cards is one way to protect the artwork and your tarot card set from damage.
Another option to laminating your cards is glue them to heavy cardboard to keep them from getting damaged.
Gluing your tarot cards to a heavy cardboard may make them more difficult to shuffle.
Not creating a glossary for what your symbols or pictures mean to you could mean you forget their meanings later on.
