Buy generic items if possible. Even if the theme of the party is a licensed character, look for party favors that match the theme but are not licensed characters. This takes a little creativity, but it is entirely possible.

Consider shopping online. Sometimes carnival supply companies have small items you can buy in groups of 12 that make great party favors for a birthday party.
