I have always known I am adopted. I think children should always know. But I guess there can be circumstances that prevent the child from being told.

Tell them right away, regardless of their age. No, they won't understand at two or three...but will become comfortable with it as they learn more, because it's not a secret. -

It's probably better for a child to grow up knowing that Mom and Dad are not her birth parents, but they wanted a child so much that they decided that they would adopt, rather than to grow up and have it come as a shock.
