Step1
Check for a collar on the dog/cat.
Step2
Check to see if the dog/cat is friendly. If it is, grab the pet.
Step3
Walk around the area you are in to see if there is an owner looking for their pet.
Step4
Put an ad in your local Craigslist stating you have found a pet.
Step5
Go to Petfinder.com and place a free classified ad stating you found a pet.
Step6
Go to your local humane society and let them know you found a pet.
Step7
See if your local paper will let you write a free found ad for the pet you found.
Step8
Contact the local police station and let them know you found the pet. If someone says their pet was stolen later on, you could get in trouble for not letting the police know.
Step9
Take the pet to a vet and see if there is a microchip.
Step10
Place fliers up at local grocery stores in case the owner runs across it.
Step11
Check to see what the local laws are on adopting out pets that have been found. If that time has passed, try to find a suitable home for the pet if you don't want to keep it.

on 7/22/2008 You have some good tips here. I would also STRONGLY encourage anyone taking in a stray to have the vet get them up to date on vaccinations, asap. You don't want to end up with an unhealthy rescue or a risk to your other pets.
