Step 1
Sketch the form of the body for the fairy first, paying close attention to positioning the figure to best show off a pair of wings.

Draw a thin line extending upwards from around the imagined shoulder blade of the figure that extends upward at around a 45 degree angle to the midway point of the upper bone of the wing. Do this again on the other side of the figure to place the set of wings.

Step 3
Add a second thin line extending from the end of the first half of the wing that you have drawn with a subtle, concave curve like the interior of a spoon and extend this line out with a flourish as it will create the upper tip of the wing. Do this on the other side as well, trying to keep the two new lines symmetrical.

Step 4
Attach a lower wing bone to each wing by drawing a line from the middle back of the figure out to about half of the length of the upper wing. Draw this line as a mirror image of the concave upper wing bone to create a shape similar to the bottom of a bell with the tips as the bottom edges of the bell.

Step 5
Create the wing membrane by connecting the upper and lower wing bone with a squiggly line. Be creative and make the wing membrane like a butterfly, dragonfly, or bat wing. Do this for each side and keep the two membranes looking as identical as possible.

Step 6
Make the framework for the lower set of wings in a similar manner, but leave a small gap under the bottom of the upper wing and start halfway between the line of the middle back and the hip. Now sketch the upper and lower wing bone for the lower wing. You could draw exactly what you did for the upper wing bone, just make it smaller. Add the membrane in the same manner, and then finish up the wing by adding a design or pattern on the membrane.
