Sit as close as possible to the people who will be speaking. Side discussions may erupt at any time and you do not want to lose the important facts in the din. Keep focused and write everything down for reference later.

Find out how much taxes will go up. To most readers this is the amount they care about and the one whose affect is easiest to grasp. The percentage and actual dollar amounts are both important.

Discover the change, again in actual dollars and percentage, in terms of the previous year's budget.

Uncover the "why?" If a tax increase is proposed, what is the additional money to be used for? If a tax cut is proposed, how has the group managed to do this and will any services be lost as a result?

Ask the board or governing body for its reaction to a proposed budget and how it might try to reduce any tax increase.
