How to Make Transparent or Semi Transparent Layers in Paint Shop Pro Photo
The newer and modified versions of graphical design programs that are currently on the market offer an array of useful features that can really allow users to make great images and designs. One of the most commonly used features is that of using layers. This allows a user to break up an image and rearrange it into layers, offering the user a means of modifying each layer to create one finalized image.

Load the application. You will need to left-click on the application icon in order to open the program.

Open the image. To open an image scroll to the “File” tab on the command bar and select “Open,” then browse to the file and click “Open.”

Create a new layer. Once you have the image opened, scroll the “Layers” tab on the command bar; a submenu will open. Select “New Vector Layer” or “New Raster Layer,” then a layer preferences box will open.

Edit the layer to desired transparency. In the layers property box you can select the opacity of the layer. 100% opacity will be a full image, lower the opacity to make this layer transparent on the overall image. You can also change this at any time by right-clicking on the layer in the layers palette to the lower right, and selecting, “Properties.”

Tips & Warnings
You can add or remove as many layers as you want. You can always change the transparency of any layer by following the steps above. This is great when you want images to have portions that shine through or fade.
Make sure to save a backup copy of the primary image, so you can go back if you need to.
