How to Delete and Re-Download a Virtual Console Game
Occasionally, a game you may have downloaded onto your Wii's Virtual Console may not work properly. There may be errors in the picture, sound or player controls. The good news is that Nintendo keeps a record of the games you purchased, so you are able to delete the game from your console and re-download it at no extra charge.

Turn on your Wii console and look for the Wii symbol in the lower left corner of the screen. Click on this symbol to go to the "Date Management" options.

Go to the "Wii Channels" option in "Date Management." Search for the defective downloaded Virtual game you want to delete. Click on the game, hit "Erase" and then confirm it.

Switch over to the Wii Shop Channel on your console. Go to the "Search by Game Title" option and look for the same video game's name. It should now say "Downloadable" instead of "Downloaded."

Select "Download" on the game. As long as the game remains on your shop account, you should be able to re-download it without paying any Wii points.

Tips & Warnings
Check all the connections on your TV and console before going to all this trouble. Sometimes the problem may be your set and not the game. For example, newer TVs may require you to connect the console through a VCR instead of directly to the TV.
Make sure you never delete anything in your shop account. This is what Nintendo uses to keep track of your purchases. Without this you will have to spend Wii points to re-download a game.
You cannot get a refund on your Wii points used to download a game with errors. The best option is to re-download it.
