- Dark eyeliner
- Brightly colored eyeliner
- Tissue or smudging brush
- Cottons swabs

Step 1
Determine the exact type of punk look you want on your eyes. If you want a softer look, opt for a pencil eyeliner. For a more dramatic look, go for a liquid eyeliner. Though most people use black eyeliner for punk looks, you can opt for other dark shades such as deep gray or blue. The important part is that the base eyeliner has to be very dark. You can then use a second eyeliner for an even more dramatic effect. Choose a bright color that pops like shocking green, red or pink.

Wash your face and remove any prior makeup, particularly from the eye area.

Line your bottom eyelid heavily with the dark eyeliner. You can't really over apply when it comes to punk eyeliner.

Use a smudging brush or piece of tissue to smudge the liner. When the eyeliner is smudged on the lower lid, it makes for a smoked-eye effect.

Line your upper eyelid with eyeliner. Again, punk eyeliner should be applied heavily. Keep the line as close to the eyelashes as possible and work upwards from there. You can make the line as thick as you wish.

Smudge the upper lids' eyeliner using the smudging brush or tissue.

Take the brightly colored eyeliner and layer it on the top lids. You can really have fun with this portion, either adding it on top of the dark eyeliner or creating a new line above the dark eyeliner. If you wish, you can apply the bright color to the edges of the lower lids as well.
