1
Select a spot in your home that is easily accessible (the door is always open and clear) but away from the main living area because of the odor. Often times a bathroom floor or shower that is rarely used will work well. Clear the area so that it is free of distractions and items your puppy might try to chew, bite or eat.

2
Lay down newspaper over the area. Place a litter box in the center of the newspaper. The newspaper is there in case your puppy can't make in the box in time or misses. Make sure the litter box is shallow enough that your puppy can get in with its little legs.

Fill the litter box with a biodegradable product like rabbit pellets. You want it to be something that won't hurt them or make them sick if they eat it. Puppies are curious and will try anything they can at least once. Set your puppy in the litter box and tell them to go potty or pee pee, whatever phrasing you choose to use.

Pick up your puppy and put them in the litter box when they look like they have to go to the bathroom. After you set them down tell them to go potty. Do this everytime you see them ready to go. Even if you catch them in the act of going quickly pick them up and put them in the litter box.

5
Praise them when they go in the litter box. Tell them they're a good puppy and pet them. Positive reinforcement is necessary. Even give them a treat every now and then. When they have an accident simply tell them "no" and walk them over to the litter box to remind them. It won't happen overnight but before you know it your puppy will be litter trained.
